The Hillyard neighborhood of Spokane, Washington, has long been a working-class community. But it began to decline in the early 1980s with the closing of rail yards that had been a major employer in the community for nearly a century. The closing of a nearby aluminum plant in 2000 resulted in a further loss of good-paying jobs that have not been replaced. While Hillyard has one of the lowest per-capita income levels in Spokane and in the state of Washington, it also has a thriving historic district and continues to welcome immigrants from around the world. And it has St. Peter Lutheran Church, a presence and an anchor in the community since 1911.
